Wesley, several years ago a moratorium was placed on uranium mining and exploration in the Grand Canyon area. This would effect NPSP, except existing claims were "grandfathered".
Some want to argue that because of the moratorium (and the current admininstration's attitude toward mining) there is little possibility that new drilling permits will be approved for the area. I don't belive this is so, but development and mining permits could meet with some level of political resistence - not legally enforeable resistence. Even so, such blocks are not likely to survive the next election, in my opinion.
