No, that's old news. It goes back to the end of December, so it should not have had such an effect on the SP as was seen today (at least in my opinion).

Something more going on here, and maybe it could have something to do with a potential Congressional override (in the national interest) of EPA overreach. "O" will veto, of course (if it comes to this), but Congress can override a veto. I don't have any links, just something I sense may be developing.
