China is loosening controls on REEs exports. While this may increase supplies and lower the value of these elements in the ground, it probably will not have an immediate effect, nor will it have much effect on US-based supplies in the ground that may not be coming to market for several years or more.

Also, the news story is not clear on how much export of these materials will be allowed, just that export licenses will be permitted. That does not mean controls are off.

Until we know more about how this plan will work in real life, it should not have all that much effect on values of REEs.
