Risingstar, filing for and maitaining new claims is an expense the company is not likely able to sustain at this time. I'm sure you will agree if you think about it for a moment.
There is a chance, however, that a prospective partner may be willing to sweeten a deal with some cash which could go for this purpuse and others, but perhaps not on a "blind" target such as Hay Mountain (at least not in the near term - maybe later).
As to the timing for a PR announcing a deal, why would this come to conlusion before even site visits happen? Maybe that's happening now, but it seems to me that a presentation in Saudi Arabia should come first.
This is not to say that JB will not come back with a signed agreement in principle, subject to site visits. We can only wait to see how this plays out, IMO.
