"I would like to know if talks are ongoing or if they've terminated."
A non disclosure agreement usually does not end, nor does the interested other party formally end their curiositty with any kind of statement. How could they? That's part of what a non disclosure agreement is about.
"In the past, LBSR has announced such things as talks beginning with "global mining companies" or similar; but then when those talks end with no results, there is no official announcement."
How would you know that such talks ended, and what does "results" mean? I don't mean to be playing lawyer on you, but you are looking for conclusions where none may be available.
Again, and in my opinion, disregard reports of "talks" and non disclosure agreements. Look at them only as tools the company uses to show shareholders that they are not inactive.
