Some time ago this was described to me as a very loose agreement. It appears the JV partner pays 2.9 million of expenses to earn 50%. If the boards decides to not include this one LBSU pays 100%. The board voted to have Xstate pay. Yes, they gave up 50%, but it didn't cost them anything. Until cash flow is created, if ever, access to cash rather than dilution at this low share price will be the driver. IMHO
