Level 2 for the electronic pink sheets. There are many market makers that only trade the stock that way and you can't see them on the regular OTCBB level 2.
Market makers RODM,SALI,PUMA,MAXM,SUNR,ETMM,JEFF,FORT,FANC only trade the stock on the electronic pinks. They save money by not having to pay Nasdaq the fees. If you are only looking at Level 2 on the BB you are missing half the info.!
