Did Soros buy his shares privately or publicly?

Does anyone know how Soros acquired his holding in Legend. Was it through public purchasing of shares, or through a private deal? I knew that he was one of the private investors that put money behind the BMO purchase some time back, but that was no where near 11 M shares. Was another under the table deal done to the detriment of the public investors?
