Partial solutions:

1. Wring the fraud and abuse out of Medicare and Medicaid.

2. Increase the price competition for health care premiums by allowing people to purchase their policies anywhere in the USA.

3. Cap malpractice awards at reasonable levels.

4. Allow individuals to coalesce into large groups to take advantage of group rates.

5. Use the $50 billion dollars saved from fraud and abuse to help people , who don't have health care, purchase it from the private sector.

If the first 4 solutions are carried out, diligently, the cost of health insurance will be significantly decreased, relatively speaking, and the 50 Bil will go a lot further than it would today.
