Obviously, big impacting events are inplay.   My assumption, "leaving some management out in the cold" is addressing some of the new board members who are not happy with their current piece of the pie. I have to believe Fred is trying to get the value to the longer term supporters over the  years. at 2 cents, anyone can invest at this level and be very happy with the outcome. Sounds like Greed is in play.  Disappointing.
