these Orders are regarding confidentiality of evidence of third party documents==probably as trial exhibits; these are not regarding "confidential settlement documents"...which has separate guidelines....opinion only,

the rationale for the orders you illustrated....is that the IPRs are progressing toward a "decision" and they are not being terminated pursuant to a settlement...different status/situation
