They may want it, but it is easier to just use it, not pay and wait us out. Why ask for permission when it is less costly to steal, drag it through the legal process, and apologize/pay down the road only if forced. This seems to be the business model used by Apple and other behemoths when dealing with companies of much lesser means. Very Darwinian.
