All we can do is wait and see what transpires.

At the moment the ball is in the hands of Purcell and his follow up, as far as, IMO, fair negotiations.

At that point, if no settlement transpires for the current state of affairs, regarding the positions of the two authorities, the IPR's will continue on the path to a panel ruling for whatever non-binding issues considered ...

Where the civil procedure, having a proposed stay, ... will either be denied or approved... depending on how the court recognizes the non-binding considerations of the IPR's ..

The non-binding issues considered of the IPR in blending into the civil procedure...throw a wrench in the mix...It may end and settle with the stay being denied.

A convoluted pig pile....between the two authorities....convoluted = BIG MONEY IN ACTION
