With that, I,m wondering if it is possible for Purcell to apply for a "Declaratory Statement " from Congress regarding 35 U.S.C.§ 312(a)(5) and sift out a meaning regarding: owner(ownership); OWNER(as prosecution representation); REPRESENTATIVE(as prosecution representation).

REPRESENTATIVE has a definitive roll in the statute, I say owner(OWNER) does as well....where the statute is about prosecution matters and has nothing to do with ownership what so ever.

Congress????? 5 years for an answer????LOL
