"If the agreement was reached in late Dec. they announced it'

BLR, keep in mind that nothing is announced...reading the dockets are not announcements and e.Digital follow-up of a case do not depend on dockets.

With that, there is no orderly way to consider how the companies finally settle up. IMO, these deals take time to fully finalize....even after reading a docket of settlement the terms can be pretty much anything agreed to.

IMO, for those that settled in Dec...after reading the Tentative Order in Nov....they were looking for a deal.

For those that settled just in front of the Tentative Order , settling up in Dec. they may have gotten a deal.

IMO, the Tentative Order was the hinge pin for many that came to terms....and for those issues, IMO they were not booked and are transitional issues prior to the final claims construction order...when they are booked.
