Don`t get too excited. I`ve written and won Phase I proposals and worked for companies who have written and won Phase II proposals. First off, it takes 9-12 months to write and win Phase I.....with about a 10% chance of winning based on historical award records. Phase II takes another 9-12 months to write and win.......with another 10% chance of winning. So at the start you`re looking at a 1% chance of winning a Phase II........and pile on the odds and time to get Phase III and you may as well forget it.

I call it slow money for high risk ideas.
