Thanks Siver , Its strongly smells SETTLEMENT after viewing following paragraph.

"Full authority to settle" means that the individuals at the settlement
conference must be authorized to fully explore settlement options and to
agree at that time to any settlement terms acceptable to the parties.

The goals of Early Neutral Evaluation (ENE)

facilitate settlement discussions, when requested by the parties.

ENE aims to position the case for early resolution by settlement, dispositive motion or trial. It may serve as a cost-effective substitute for formal discovery and pretrial motions. Although settlement is not the major goal of ENE, the process can lead to settlement.
