Hasn't this particular poster been banned repeatedly? If so, what gives them the right to create "yet another new alias" and return?

Anyone who's been here for any length of time can see when a banned poster returns. As a board we've given chances over and over again and I can't recall when it's ever worked out in the long run. We've even had some come back apologize for their behavior, promising that they've turned over a new leaf...that didn't work either. Some have created uproar on the board for months.

It seems that every time a banned poster returns it becomes the fault of the members or hub leaders for ultimately banning them again. Should the board become "extra tolerant" regarding these posters?
