In addition to texting and talking while driving, I think the guys that stand out in front of business flipping an arrow sign all around should be banned too. They are attempting to distract the drivers to notice the business that are paying them. I saw a funny one the other day--someone had a maniquin dressed in military fatigues, propped up against a dolly and the arms of the maniquin moved side to side holding a sign.
