Good question!
Applying business logic (which may not apply at all):
1. Wencor had a real interest in what IMS had to offer; the TDL tech and a seasoned crew, and maybe even the PEA.
2. To leverage negotiations with EDIG.
3. To scare EDIGgers into selling, dropping the PPS (prompting even more selling), thereby applying that much more pressure on EDIG and gaining significantly more negotiation leverage.
Going silent, they could examine the possibilities of item #1, but going public also enabled items #2 & 3 (albeit without apparent ultimate success, i.e., leveraging EDIG to their bidding).
