SOLUTION:

Stop all foreign aid for a decade and put the money into our infastructure, bridges, roads, security, etc., etc., and of course levees.

My step daughter that lost everything in NO was in Africa for three years with the Peace Corps -- she saw first hand the coruption with ``foreign aid.`` It is a toal joke in Africa. The rich get richer and the poor just die. Money is not the answer. A moral compus would be a good start.
