You can`t place folks out in the wind with unpredictable storm course.
Your plan would have to be... build another city above sea level....maintain it....and when a storm approaches....quickly move the people into it.
Or you could have 8333 units of transportation on hand at all times.....and then guess which way to run and get in the appropriate traffic line.

cut the units in half if you think you can get double trips.
