I agree with you. Trying to parse the announcement and make it something you'd like it to be is a fool's errand.

The agreement is what it says. Trying to determine what it doesn't say could take a lifetime.

Canon obtained a license to do what it has been doing and wants to continue to do. For that they paid a one time fee. No mystery here.
