The way the ruling and notification works is the judge files the ruling with the clerk, the clerk notifies the attorneys of record.

At the end of the day (or even before the end of the day in many cases) anything filed with the clerk is picked up and published by Pacer, then anyone who subscribes can read it. It is, after all, a matter of public record.

So, in order, those who have knowledge will be:

Judge and law clerks
Clerk of Court
Attorneys
Clients
Pacer
Pacer readers
