my thoughts are more that "fiscal" means timing, not necessarily $ in bank...although wire transfers can happen quickly as well :)

things in the legal world are either very painstakingly slow----or lightening fast...

there is the story of a good plaintiff atty ready for trial in a big case, client at court witnesses at court, exhibits ready....defense counsel, NOT ready......good plaintiff atty's case is no. 2 on the docket....case #1 will take a full week to try, defense counsel on case 2 happy....................

good plaintiff atty on case #2 finds out that plaintiff atty in case no 1--needs 10k more to settle,....no way his defendant will pay ---IS GOING TO TRIAL

until good plaintiff atty in case #2--pays 10k to plaintiff atty in case #1 to settle, his case is now no 1 for trial AND NOW HIS CASE IS SETTLED WITHIN THE HOUR.
