PACER is a record of the "FILINGS" with the Court, or that which occurs in the Court. The parties can "Settle", and announce it before they have prepared and filed their "Dismissals" which would freflect in pacer filings...

I suspect, in the present situtation, as the parties wait for the RULING by the Judge there will be more "Settlements", and there will be one filing with the Court as they pile up by the time a RULING is issued...
