I have been thinking about "enforcement activity that will preceed it" from day one.

It can mean many things IMO, such as:

• settlements with a few or many of the CO 16
• infringers that come to EDIG for a license before DM names them in a suit
• round III announced while round II is still in play
• another aspect I can't think of right now?

Even all the above prior to 1/28/11?

One thing for sure, Fred said something will preceed it.......
