How come on the PTSC board it was put forth that less than 10% of all patents go up for review , And you still want to harp on the review being a given when in FACT it's quite the opposite that's true ???

You state something as fact that in very wrong. Rather than try to make me look like the Bad Guy, why dont you go to the USPTO site and then you can post the information you find there?
