If they can buy them back cheaper or about at the level they sold them, might prove to be a very bullish move.
As for one time dividends for a penny stock, not a good idea imo....short lived and only serves to weaken the company, as the capital can most likely be put to better use to strengthen and grow the company's business should a lull in business occur or a new business opportunity arise.
