Two things: First, when you hit ``report violation``, it seems to me this would be best done while sitting on the offensive post. Second, I would think that it isn`t a matter of how many people report, but more an analysis of the post (and possibly prior ones) by that poster. They will exercise their judgment, I`d think, rather than the judgment of ``X`` number of fellow reporting posters.
