How about starting the process by announcing that they will be "requesting authorization" for a share buyback of up to X number of shares? That would send a signal of confidence and optimism without requiring immediate action.

If they want to get the share price up and get on the NASDAQ, such a move has to come eventually. Time to start laying the groundwork.
