Seems to me that this could be interpretted as you suggest, or that it is already certified and WILL BE offerred as an option. You are correct to note that it is merely an option (probably among several options ranging from seat with no IFE to seat with somebody else`s IFE).
As I recall, per somebody`s contact with EDIG, RP stated that certification was not an issue for the digEsystem (as of a few months ago).
But I KNOW nuttin`!
