licenses are for companies to carry on as they are.

Meaning....whatever in house development that an infringing company contrived....this is a licence allowing the use of that activity.

They would have to build out all efforts....or, as said may times in the past....why reinvent(write) the wheel....when you can buy it.

They always take the cheapest path...and with the way things are now, I would expect that to be an optimum consideration now.
