I would say the "Maybe" should be dropped from that sentence...

If Scottrade has orders to SELL for .15 and they get an ORDER from a client to BUY 100 shares at $.154 the ASK, they have to exexute the buy ORDER as a $.15, which is what happened in our little experiment. Especially if there is NO MARKET MAKER activity...
