They are merely hedging their bets. My guess is that they also have a big long position but play on the nerves of investors fear, uncertainty and doubt. Yes, it is chump change in the grand scheme, but they exist, and they undoubtedly have their plants making the rounds. Looking forward to them having to scramble to cover their short positions while they shift to go long on any significant announcement, filings or settlement terms.
