My sense in reading it, MSFT is struggling with decisions of the future, this PR is a bunch of fluff regarding their now "open for business"..." Watch the Microsoft Patent Portfolio Grow".....etc.

They're not going to grow anything....designing IC is one thing, however, you need ideas to design around first.
