Raggie, my view of these "pirates" is that they are a bunch of low level
thugs. They hop into what looks like a Mexican Panga and motor out to intimidate a merchant vessel. They don't expect a fight and when they get one they turn and run. Paying ransom is exactly the wrong thing to do. It continues because shipping lines are paying.
