Can you or anyone else, explain what this game is about?

PPS below .18 and they are asking 1.01 and 5.00...I just don't get what it accomplishes or even means frankly.

These asks have been there for some time by the way. What, somebody sail boating around the world for a year, and enters a limit order before they leave the dock????

I'm really serious that I do not understand the purpose of this.
