I firmly believe the strategy by DM/EDIG was to go after the easy kills 1st. They both make a fast buck, which finances both sides, then fight the longer and tougher battles. If that's what they are calling tier 1 and 2...fine. If it's something else, fine.
At the risk of repeating myself, the next few months will be fun.
