I'm not sure I would suggest this as an excuse. Putnam has been maintaining that they intended to utilize the e-proxy rules for months now. The commentary you posted says they haven't yet published the final rules. The cost of an annual meeting if administered the traditional way would be aproximately $150,000, a significant portion of which would be postage. This cost would be avoided using e-proxy. I think thats a pretty good reason to delay the scheduling of the meeting.
I happen to agree that there will be more talking points after the Wencor ruling later this month and after more progress is made by Duane Morris and additional airlines are announced. I do think that their ability to discuss prospective airlines and IFE in general is shackled by the outstanding litigation posed by Wencor. A favorable ruling should change that.
