IMO, they are not saying that they will do or are going to do what many think they are going to do.  The wording leaves them room to not do it, just in case they can't. And that is a wise business decission. However, I would rather they just announce news when it happens. That carrot at the end of the stick seems to usually be out of reach.   ( Appologies for the bold type.  I can't seem to get the regular type set. )
