Really ? name an intelligence arm that does not operate under oversight ?

I`m not arguing with anyone about what should or should not be tolerable.

I`m only pointing out that Rumsfeld has discovered that he has powers granted to him inherent to the position he holds...that former holders never new they had...Or interpreted to have.

Lets just see where the house and senate go with it....as they`re both taken by surprise on this issue.....along with other agencies.
