You can earn activity points by filling your profile with information about yourself (what city you live in, your favorite team, blogs etc.)
I suspect that it's someone with a grudge making a point. When this takes off, which I feel will be very soon, they'll kick themselves. Only time will tell, but they'll get bored/smart soon, hopefully.
