It reflects a degree of uncertainty about how much a stock is worth. It will usually happen as a stock pauses between news releases. As I write, the bid is 49 and the ask is 58; clearly, people are not willing to pay more than 49 because it might not be worth so much, but people are not willing to sell for less than 58 because it might be worth more... a wide gap usually goes hand in hand with low volume.
