- Permit: Agreed, it helps when the government gave some money to support the company's activities. There is a hint in there somewhere that ministries involved would fast track the permitting process, especially with the Minister of ND & M's riding office in the same town.

- Pilot plant: The pilot plant would be handy for testing the end products for meeting specific requirements. However, such testing would be expensive, hence ZEN would not be able to afford to do all tests to suit the requirements from 30 or more companies with the NDA's, at its own expenses. Tests would be done for serious people, not tire kickers.

Often, the tests would be done as part of an offer ($ on the table, conditioned on the results of the tests). Sometimes, potential buyers would need the test results before putting down an offer on the table...but, they may need to pay for the tests. It's all depends on the negotiation.
