It is for the finished product but keep in mind this was an estimate and RPA is a conservative outfit. I was told that this number was based on letters of support from end users, it was not made up.

In the PEA they will provide, or most likley will provide a range of figures, high, meduim and lower. But we have no idea other than guesses what those numbers will be. The only thing we do know is the numbers shoud be closer to reality (which ever direction that is) given the extra time put into the process and the fact the end users have had time to test the product. We are all assumming a higher number but that is just an assumption and nothing more.
