The question was and is. The Libyans are willing to give 4+billion for the refinery or so we are told. Correct? Posters have been pouring out info on a constant basis about just how badly the Libyans want to do business. Correct? What is an additional 300k for the feasibility study going to matter if it gets this project off the ground?. Their credit seems to be flowing just fine. What am I missing?

A logical response would be nice.
