Transfer to TFSA from RBC

I have WWF split between an investment account and a RSP account with RBC.
I just transfered my investment account stock in WWF to a TFSA at 0.001 cent per share. For example 100,000 shares deposited in at $100.
I'm surprised it was not transfered at the halted value. Hope it's not a mistake.
