I believe that once MRS reviews it, they will inform the maintenance engineer, who in turn will inform his supervisor, who will turn will tell his supervisor, and once they're done with that round, they will inform the company's attorney's who will pass on the information to the IR department who will inform MF who will finally release the NR.

In a nutshell, this will take time for everyone to review the NR before it is released.
