A little deductive reasoning points to the location of the refinery/smelter development in Libya:

Assumption-if financing has been arranged other planning and approval work must have happened in advance.

Investigation - A Google search for 'smelter libya' seems to indicate that the only such planning and approval done to date is for Ras Lanuf [not extensive research by any means]

Conclusion-the Klesch financing is probably related to Ras Lanuf

As to who else may be involved...that's all speculation and the deck we've been playing with is full of wildcards.
